WriterName: VectorTilingUpdateZipWriter

Updates vector tiles in tiles storage with file with tiles from provided zip archive.

• New tiles are added from the zip archive.
• Tiles that already exist in tilestorage are updated with tiles from the zip archive.
• Tiles that are not in the zip archive are maintained, they are not deleted.
